Building Department

Building, Sewage Disposal, By-Law Enforcement duties are handled mostly by the Building Department. The department consists of a:

  • Chief Building Official/By-Law Enforcement Officer
  • Deputy Chief Building Official/By-Law Enforcement Officer
  • Building Inspector/By-Law Enforcement Officer
  • Building and Planning Assistant/Secretary

Contact the Building Department with your questions on demolition, construction, sewage disposal systems (septics), property zoning, the Official Plan, direction for subdivisions, home businesses, property standards and other related by-law information.

Please note: 

Based on local knowledge the Township of North Kawartha uses the Town of Bancroft Climatic and Seismic Data from Supplementary Standard SB-1, Vol. 2 of the Building Code. The indicated ground Snow Load is  kPa, 1/50 Ss 3.1 Sr 0.4.

Payment for building permits can be made by cash, cheque or debit and now by credit card. Please note: Payments made using a credit card will be listed as "Building Permit" (but will be applied to your permit).


How to pay with a credit card using Paymentus:
The Township of North Kawartha uses a secure, third-party online credit card payment service called Paymentus. You can pay your bill any time, 24 hours a day, 7 days a week, using your MasterCard or VISA. Paymentus will charge a 2.50% service fee for each transaction.

It is important to go to this specific link because it redirects you to the Paymentus Online Township of North Kawartha Payment System site. The payment type will be listed as “Building Permit”.


To pay by credit card over the phone, you can use the secure, automated telephone payment system at 1-844-293-2299.
In order to make your payment online or over the phone, you'll need:
•The property assessment roll number
•The amount to be paid
•Your credit card number, including security code on the back of the card
•An email address to receive an electronic confirmation of your transaction

  • Adding a bedroom, including bedrooms in basements
  • Adding dormer to existing roof
  • Additions to a building
  • Construction of a dock greater than 10 square meters in area
  • Attached garage, carport, shed or other roof structures
  • Detached deck greater than 10 square meters in area
  • Deck attached, or providing access, to a building
  • Installation of backflow prevention device
  • Basement or main floor walkouts
  • Creating a duplex or additional dwelling unit (a.k.a. in-law suite, accessory apartment, granny flat)
  • Demolition of a structure greater than 10 square metres in building area
  • Construction of a detached garage, gazebo, shed or accessory building greater than 10 square metres in area (measured to the outside face of exterior walls). Note: A single storey detached storage shed ancillary to a principle building on a property, which is less than 15 square metres in area and does not contain plumbing does not require a building permit
  • Finishing the basement of a house
  • Industrial, commercial, institutional and multi-residential construction or alterations or changes of use
  • Installing a new window or door - when increasing the width of the existing opening
  • New residential dwellings
  • Retaining wall that is greater than 1 meter in height which is either adjacent to public property, adjacent to access to a building, or adjacent to private property to which the public is admitted
  • Plumbing fixtures added or relocated
  • Re-insulating walls, ceilings or floors
  • Removing, or replacing, a load bearing wall, column, lintel, beam or any other structural member
  • Renovation or converting an existing building to a different use (change of use)
  • Septic system installations and alterations
  • Site servicing (water or sewer lines) for all building types
  • Solar Panels that are mounted to a building
  • Installation of a woodstove or wood burning fireplace
  • Alterations or installation of a heating, ventilation and air conditioning (HVAC) system

 

When in doubt if a permit is needed, please consult with the Chief Building Official or Building Services staff.

  • Door and window replacements (within the existing opening, where no structural members are changed and the same energy efficiency performance level of window is installed - EEDS)
  • Installing new shingles on existing roof
  • Installing new siding on an existing building provided it does not include additional insulation or changes to flashing or second plane of protection
  • Painting, wall papering, tiling, carpeting, cabinets, countertops, and similar finish work
  • Replacing a plumbing fixture (i.e. toilet, bathtub or sink) with a new fixture in the same location
  • Structure less than 10 square metres in area measured from the outside face of walls (that does not contain plumbing)
  • A single storey detached storage shed ancillary to a principle building on a property, which is less than 15 square metres in area and does not contain plumbing
  • Installing a propane fireplace
  • Installing a water softener
  • Dock less than 10 square metres in area

Note:  
While the MNRF does not require a permit for docks under 140 sq. ft they still have jurisdiction.  Concrete is not permitted to be placed in the water for new construction or repairs to existing facilities.  Contact MNRF in respect to their jurisdiction.

For building permits, fees are based on the value of construction. There is a cost of construction list in By-Law 2022-0005, including Schedule A, B, C and D;  this is used to determine the required fees. The minimum permit fee is $225.00 for construction. The fee for a demolition permit is $ 150.00.

Fees for sewage disposal permits, By-Law #2014-33Schedule AB, C, D, E lists the appropriate fees. For most new systems, the fee is $680.00

 

Development charges are collected a the building permit stage for all new residential, industrial and commercial projects. 
There are 3 development charges that we are required to collect.
  • County Development Charges which are collected on behalf of Peterborough County https://www.ptbocounty.ca/en/growing/development-charges.aspx
  • There are two separate Education Development Charges that we are required to collect on behalf of the school boards.  They are the Kawartha Pine Ridge District School Board and the Peterborough Victoria Northumberland and Clarington Catholic District School Board.

Per North Kawartha Building By-law #2022-0005, passed on January 18, 2022, an annual fee of $150.00 will be applied to building permits that have been open for 2-years or longer. Additionally, requests for inspections on building permits older than 10 years from the current date will be subject to a $150.00 fee per inspection.

Non-payment of the $150.00 annual fee will result in the fee being added to your property taxes pursuant to Section 398 of the Municipal Act, 2001. Unpaid annual fees once applied to your property taxes will accrue interest and be invoiced similarly to overdue property taxes.

Building permit annual fee(s) can be paid by cash, debit, cheque payable to the Township of North Kawartha. Credit card payment can be received through Paymentus, at the following link: https://ipn.paymentus.com/rotp/nkon. If paying through Paymentus, please ensure to select “Building” and to include the property roll number that the payment is to be applied upon.

Please contact the Township of North Kawartha Building Department at the earliest convenience to arrange the required inspections to ensure that all work conforms to the requirements of the Ontario Building Code and satisfies all requirements of the outstanding building permit.

The Council of the Township of North Kawartha has committed to the implementation of a sewage system maintenance inspection program commencing the spring of 2014.  Upon review of the 2014 program outlined in a Report to Council dated February 2, 2015, it has been determined that the program will continue in 2015.  This program will be conducted for all properties throughout the Municipality in phases.  The area to be inspected in 2015 will be the north end of Chandos Lake.  Residents/property owners who will be included in the program annually will be notified by mail as to the approximate date of inspection.

About the Program

The objective of the Sewage System Maintenance Program is to aid in keeping our lakes, rivers, streams and groundwater pollution free.  All sewage disposal systems in the Township of North Kawartha are private on-site systems and are regulated through the Ontario Building Code.  Systems that are improperly maintained, older or outdated or malfunctioning may have a negative impact on the environment, lakes and groundwater.  The Council of North Kawartha is committed to the preservation of the environment and natural resources in the area and has initiated the implementation of this program.

The program will commence in May 2014 and continue on a 5 year cycle until all systems 5 years of age and over in the Municipality have been reviewed.  The program will be conducted by summer students from May until late August.  They will collect information on existing systems and properties and look for visual signs that may indicate that a system may need attention.

The Program process will include:

  • The selection of properties with the aid of existing mapping and County GIS and existing information such as sewage system records;
  • Initial site visit and review by the student inspector (a site survey form may be left at this time or included in the mailed notice for completion by the property owner);
  • The visual inspection of the property with respect to:
    • type and number of buildings connected to the system
    • type of system
    • evidence of sewage effluent ponding or odour
    • evidence of erosion of septic bed side slopes
    • surface water or ground water flows toward the system
    • evidence of unusually green or thick grass rowing on or around the tile bed
    • improper leaching pit for grey water
    • if the system is properly located on the property
    • tree/vegetation growth on the system tile bed
    • the system being located a minimum of 50 feet (15 m) from water body
    • the system is located min 50 ft from a drilled well or 100 ft from a dug well
    • if there is a privy located on the property
    • if the system utilizes a pump chamber
    • that a sewage system approval exists
  • A letter is sent to the property owner if an deficiencies are noted and a follow up is conducted in the form of a phone call and/or another letter and/or further inspections as required;
  • The Municipal Sewage System/Building Inspector conducts the follow-up abatement as necessary.

Tips for Keeping Your Sewage Disposal System (Septic) Healthy

  • Avoid planting vegetation or plants that have a deep root system on the leaching bed;
  • Ensure that trees are at least 10 feet (3m) away from the runs in the tile bed;
  • Pump the septic tank every 3 to 5 years depending on how often the system is used;
  • Do not use a sink garburator;
  • Do not connect water softener backwash to the septic system;
  • Ensure that materials such as Kleenex, sanitary tissues/napkins, grease, oil, solvents, paints, food waste, excessive laundry soaps etc. do not enter the system;
  • Follow the Ontario Building Code requirements for privy's, leach pits, holding tanks, septic tanks/tile beds;
  • Drilled wells must be a minimum of 50 feet (15 m) from the sewage system and dug wells must be at least 100 feet (50 m) away;
  • Don't park vehicles, trailers, equipment, etc. or drive on the tile bed.
